Linguistic ambivalence amidst suburban diversity: LGBTQ2S municipal ‘social inclusions’ on Vancouver’s periphery

Social inclusion frameworks to enhance ‘diversity’ inform late neoliberal municipal governance in North American metropolitan areas, especially central cities, but suburban LGBTQ2S constituencies are neglected by researchers. This paper, therefore, uses linguistic discourse and content analysis of an LGBTQ2S-inclusion archive public-facing communication the Canadian peripheral municipalities Burnaby, New Westminster, Surrey, Vancouver city-region trace micro-patterns ambivalence shaping sexual citizenship. It demonstrates variance vernacular vocabularies social that signals equivocation within divergent local political opportunity structures for gender minorities. concludes with a typological narration details varied gradations obfuscation, revealing patterns civic towards amidst diversity. Across shared regional geography, paper shows populations infrequently referenced relative other marginalized groups their presence is dictated extent which they align priorities, particularly festivalization marketization, also safety, welcoming newcomers, integrating seniors, anti-discrimination initiatives.
